Marty Perrins-Dallman

David A Martinez Jr | Published on 2/26/2026
Originally from Connecticut, Marty Perrins-Dallman has been a New Mexican since
1991.

She obtained two college degrees, the later one in Construction Management from
UNM. Her previous job experience as an insurance adjuster gave her a comfort level in
the arena of the fine print of contracts and the male dominated world of home repair.
In 2007, after eight years of work for small contractors, she was hired by the GSD
Property Control Division as a construction project manager. Hiring and overseeing the
work of architects and general contractors for renovations and new buildings has been
the main focus of her nearly 20 years of work for the State. She also worked for State
Purchasing Division as the Construction Bureau Chief under Larry Maxwell.

Some of the larger projects that she managed include the construction of the Capital
Parking Garage (PCD’s first Design build project), DPS Secure Storage Facility and
DPS Forensic Lab in Santa Fe, the Scientific Lab in Albuquerque, the State Veterans
Facility in T or C, Commission for the Blind Addition, CYFD Pinetree renovations and Ft
Stanton renovations.

Her decades of expertise in ITBs and RFPs as a Contractor and for the State has
resulted in her being known as an authority on the technicalities of bidding and
contracts. Although formally retired, she still enjoys occasional part-time work on RFPs
for FMD.
